TELEPHONE TARIFF &
BILLING INFORMATION
(A) Bimonthly rental : Rs. 380 /- throughout Calcutta Telephones. In case
of OYT connection, for the 1st 20 years it is Rs. 260 /-.
(B) Local Call Charge Rate :
Local calls within Calcutta Telephone District are charged at the rate of 1 unit for every
5 minutes duration.
Above rate is also applicable when the call is made from a fixed telephone under Calcutta
Telephones District to a Mobile subscriber of MOBILENET or COMMAND.
Calls between adjacent SDCAs are charged at the rate of 1 Unit for every 3 minutes
duration.
Call Charge Rate Slabs :
a) Free Calls : 150
b) 151 to 500 call units Re. 0.80 per unit call
c) 501 to 1000 call units Re. 1.00 per unit call
d) 1001 to 2000 call units Rs. 1.25 per unit call
e) In excess of 2000 call units Rs. 1.40 per unit call.
(C) Concession in Rental
(i) 25% concession may be allowed for.
a) Non-Residential telephone in Schools, Universities and Colleges
affiliated thereto, polytechnics, non-commercial research organizations and other like
institutions recognized by Government.
b) Not exceeding two telephones (non-residential) in institution like
Homes for aged, infirm, spastics, handicapped, deaf-dumb and mute persons, orphanages and
voluntary organizations for tribal welfare and other like institutions Recognized by
Government.
(ii) 50% concession in rental allowed for residential phone provided to :
a) SWS / Freedom Fighters
b) Blind Persons
(D) Service Tax :
Service Tax is recovered @5% on the total charges claimed in the phone bill.
The following services relating to phone connections are exempted from taxable services :
a) Departmentally run public telephones for local calls.
b) Guaranteed public telephones operating for local calls.
c) Free phone at Airports & Hospitals where bills are not being issued.
(E) Issue of Phone Bills
Phone Bills are issued at regular intervals. The interval may vary depending on type of
connection. For a normal phone, the bill issue interval is two (2) months at present.
Phone bills are sent by ordinary post. Bills issued in a month contain advance rental
charge for the following two months and call charges for two months ending 15th of the
preceding month. The Bill may also contain other charges like Inland and International
Trunk Call charges, accessories rent, Ticket Calls ( calls for any broken
period not collected in any earlier bill ) etc.
What to do if you do not receive your phone bill ?
Keep a mental note of your bill issue interval. Around the time your bill is expected to
be issued, you may ascertain your phone bill amount by dialing 1501 / 1502 / 1503. You can

too. N.B. It is a FREE service.

(F) Phone Bill Payment
A phone bill is payable within the due date printed on the bill. The due date is 20 days
from the Bill date. You can pay your phone bill in various ways :
* Pay on receipt of phone bill - the usual way. Any phone bill can be paid on receipt -
even before the bill date ! Phone bill payment are received at the Departmental Bill
collection centres or at select Post Offices ( by cash or cheque ) - within due date.
Note : You must not pay your Telecom dues by any post-dated cheque. If at any
time your payment cheque bounces for any reason, your security deposit will be enhanced on
the basis of your average billing pattern.
Having ascertained the bill amount by dialing 1501 / 1502 / 1503 you have two options.
* You may pay at the Departmental Bill Collection centres ( by cash or by cheque - if it
is within the due date ) by filling in a Pay-in Slip. No need to produce any duplicate
bill.
* If you have a credit card, you may use Tele-banking facility and instruct your credit
card operator to make payment on your behalf and charge the amount to your credit card
a/c.
* You may arrange to debit your Phone Bill directly from your Bank Account ( ECS Scheme ).
In order to enter this scheme only a mandate form is to be submitted duly filled in. (
Mandate form available from all Customer Service Centres ).
* After making payment you may verify that indeed your payment has been accounted for by
again dialing 1501 / 1502 / 1503 !
* Late Payment Beyond the due date, payments are received only by cash at the Departmental
Bill Collection Centres. For all such late payments a late payment surcharge will be added
in the next phone bill.

(H) Disconnection of Phones for non payment and its Reconnection
If a bill is not paid, a phone line is disconnected between 35th and 38th day from the
Bill date. For the 1st 15 days only the outgoing calls are stopped; thereafter, all calls
are blocked.
Rental charge for the period the phone remains disconnected on account of non payment of
dues shall be borne by the subscriber.
A phone line is not disconnected in the afternoon or on a day if the following day is a
Saturday or a holiday.
After disconnection, a phone will be re-connected on payment of all outstanding dues.
Reconnection fee of Rs.100/- will be levied in the subsequent bill.
If the dues are not paid within six months from the date
of disconnection, the phone connection will be treated as Permanently Closed. Restoration,
thereafter, is subject to sanction of Competent Authority.
(I) Reconnection Cell ( 151 )

particulars for re-connection on the same day or max. 24 hrs..
* The '151' Service available from 11.00 hrs. to 15.00 hrs. in all working days. Please
Dial 151 and give following particulars :
1. Phone Number
2. Name of the Subscriber
3. Cycle & Date of Tel. Bill
4. Bill Amount
5. Paid in Cash/Cheque/DD
6. Where Paid ?
7. Receipt No.
8. Date of payment.
Line will be reconnected on the same day.
(J) Duplicate Bills
It can be obtained from concerned AOTR and Customer Service Centres.
(K) Change of Billing Address :
For any change in Billing Address,apply to the AOTR of the concerned area.
(L) Disconnection & Reconnection :
Telephone lines are liable for disconnection on account of non-payment of bill after 35
days from the Bill date.
Reconnection is done on payment of pending bills. A Reconnection fee for Rs. 100 /- is
realized in the subsequent bill. For further help please contact the concerned AOTR.
(M) Excess Billing Complaint
Lodge Excess Billing Complaint with the Divisional Engineer (Internal) of the concerned
exchange.
If the bill is abnormal, i.e. 6 times or more than the average of last 6 bills, please
contact your AOTR (Billing) and get a provisional bill issued based on the average of last
6 bills. Pay the provisional bill to avoid disconnection of your phone line for
non-payment of disputed bill.
(N) Rental Rebate
Rebate in rental charge for local phones, Telex services, leased lines and junction lines
of PABXs / PBXs will be granted on the Department's initiative without waiting for a
request from the subscriber, if services to the subscriber remains interrupted
continuously for 7 days or more due to Departmental reasons.
Furthermore, if the period of interruption is more than 14 days due to Departmental
reasons, then one full months' rental charge shall be waived. In case of RABMN subscribers
the rebate will be on pro-rata monthly access charge for interruption of service for more
than 7 days. However, the enhanced benefit for faults beyond 14 days will not be
applicable for RABMN subscribers.
Please note, while granting rebate, if any free calls for the cycle are
prescribed, it will also be reduced on pro-rata basis based on the no. of days rebate
being given vis-à-vis no. of days in the billing cycle.
(O) Electronic Clearance Scheme (ECS)
Let your phone bills be paid by debiting the bill amount from your bank
A/c. It is totally free of any hassles.

Q. How do I join the ECS Scheme ?
A. Submit a mandate in the prescribed form. Form available at ALL Bill Collection
Centres, at ALL Customer Service Centres. Else, you may contact 248-0066. You may use
photocopy of the blank form. But your signatures in original are required.
Q. After joining the ECS do I continue to receive my phone bills
?
A. Oh, Yes. You will get your phone bills stamped : "Payment made through
ECS".
Q. When actually the bill amount will be debited from my bank
A/c ?
A. It will be debited from you're a/c on your phone bill's due date.
Q. Is any extra charge to be paid for joining the ECS ?
A. No extra charge is to be paid for joining ECS.
Q. What do I do if I find that my phone bill is too high ?
A. You can contact your AOTR, get a provisional bill issued and pay
it. You see, you have time for all these till your bill due date.
