WHAT IS STD ? ( Subscriber Trunk Dialling )
STD enables you to directly dial a phone no. in another
City / Station and engage in Telecommunication. Each distant City / Stn. is allotted a STD
dialing prefix code. While dialing using STD you will have to dial continuously :
In case of National STD : the STD prefix [ 0 ] + STD stn code + distant party phone No.
For International STD : the prefix [ 00 ] + country code + distant country city stn code +
distant party phone no.
The country code for India is 91.
For Home Country Direct : the prefix [ 000 ] + country code (see list given).
HOW STD CALLS ARE CHARGED ?
Billing of STD Calls is determined based on the following criterion :
1. Distance of the Distant City / Stn. from the Calling Stn.
2. Type of the day (holiday or normal).
3. Time when the Call is answered by the distant party.
4. The Service accessed.
Invariably, one call unit is incremented on answering by the distant called party;
afterwards one or more call meter unit increments at regular intervals till the connection
lasts.
However, there is no call charge if you replace the receiver before dialing
all the digits required to be dialed or if the wanted number is busy or there is
no-answer.

Eleven Tips on Using the STD Facility :
1. Please note that Dynamic STD Locking Facility is provided to you automatically free of
charge as soon as STD dialing facility is provided.
2. You should use Dynamic STD locking facility religiously. Unlock your STD facility only
when you need to make a STD call,else,keep it locked.
3. Select your 4-digit Dynamic Locking Password Code carefully so that it is easy to
remember for You but difficult to guess by others.
4. Remember, if anyone attempts to break your Dynamic Locking password code, the STD will
be permanently disabled after ten wrong attempts.
5. If, for any reason, your Dynamic STD gets permanently disabled, you will have to
contact the DE ( Intl) of your Exchange and after the facility is revived, you will have
to start afresh with registration of the Password code etc.
6. While locking STD using Dynamic Locking, it is preferable to use the option : STD +
Trunk Calls barred.
While unlocking, unless you want to make an ISD call, unlock by using option : only NSD +
Trunk Calls allowed) so that in case you forget to lock again, none can misuse your ISD
dialing facility at least.
7. While dialing on STD, please dial each digit carefully with some minimum pause between
digits so as to ensure that the digits are correctly registered in your Exchange.
Remember, any wrong dialing may lead to connection being established to a wrong no. which
will cost you money as soon as the called party (even though wrong No.) answers.
8. After finishing any STD call, replace your handset and next lift again to check that
you have got back dial tone on your phone. This is to ensure that your earlier STD call
has indeed been terminated.
9. For checking whether STD is accessible from your phone, from Calcutta you may dial
011,161 and wait for hearing a continuous 800 Hz. tone from Delhi.
10. Electronic Subscribers, if you do not require ISD facility on your phone, kindly apply
for only ISD barring to the DE (Intl) of your Exchange.
11. If you use a phone set with number display feature, then after any operation of
dynamic STD locking/unlocking, lift the handset again and dial any single digit and
replace the handset. If you fail to do so,
later on anyone by hitting the 'Last No. Redial' button can see the password involved in
the last dynamic lock / inlock operation and your secret will be out !

country is divided into a no. of Long Distance Charging Areas (LDCA). Each LDCA comprises
several Short Distance Charging Areas (SDCA). For each LDCA, there is one Stn designated

Short Distance Charging Centre (SDCC).
Calls between any two stations in two different LDCAs are charged depending on the radial
distance between the corresponding LDCCs.

How to Apply for STD ?
Please contact the DE (Intl) of your Exchange for details and application form.
For National STD call facility a letter will do, but for obtaining ISD facility, your
photograph & signature will have to be attested by a Gazetted Officer.
Unless choice is exercised in the initial application form, One time charge for providing
STD or barring STD : Rs. 50 /-.
LOCAL / STD / ISD - PAY PHONES
License for operating Local/STD/ISD - Pay Phone are allotted liberally to unemployed
youths with minimum educational qualification Class-X (relaxed in certain cases) and
minimum age of 18 years. Employment
Exchange Registration and Unemployment Certificate are essential pre-requisites.
Application to be made at concerned Commercial Office in prescribed forms. Licensee is
allowed a commission on basis of the percentage of called units made from the Pay Phone.
(a) Franchisee will get commission at the following rates Monthly Gross

Upto Rs. 20,000/- 16 % From Rs. 20,001/- to Rs. 50,000/- 15 % More than Rs. 50,000 /- 12 %
The minimum guarantee amount payable by the Licensee to the DOT is Rs. 1,600 /- for
STD/ISD Pay Phones and Rs. 500 /- for Local Pay Phones. Service tax would be extra.
(b) Charges payable by users of Pay Phones :
i) Local Calls
Rs. 1.31 /- per 5 minutes duration for each phone call dialing starting with digit 2 to 7,
96 ( Pager ) and 98 ( Cellular ).
Rs. 131 /- per 3 minutes duration for phone call dialing starting with digits 91 ( Group
Dialing ).
The above rate of Rs. 1.31 /- is inclusive of service tax.
ii) STD/ISD Calls
Rs. 1.31 /- per call unit. + Service Charge : Max., Rs. 2 /- for
each STD/ISD call. The above rate of Rs. 1.31 /- is inclusive of service tax.
